She currently works as a professor in the Department of Obstetrics and Gynecology at the Health Sciences University, Ankara Etlik City Hospital. After graduating from Ankara University Faculty of Medicine, she completed her specialization training at Zekai Tahir Burak Maternity Hospital and her endoscopic surgery training in England as a British Council scholarship recipient. She has received Reproductive Health Master Class training from the European Board & College of Obstetrics and Gynaecology (EBCOG)/UNFPA. She has Assisted Reproductive Techniques Certification. She has received training in Total Quality Management, Process Management, Ethics and Good Clinical Practices, and has served as an auditor for TSE (Turkish Standards Institution) and has held the positions of founder, chairperson, and member of the Ethics Committee. She is an international reproductive health and contraception educator. She has completed the Clinical Guidelines in Sexual and Reproductive Health and Clinical Management for Rape certified trainer trainings conducted by UNFPA. She served as a national consultant in the Reproductive Health Program jointly conducted by the Turkish Ministry of Health and the European Union, and as an expert in the World Health Organization (WHO) project in Albania. She also worked as the North Africa-Eastern Mediterranean Regional Coordinator in the “Prevention of Unsafe Abortions” project conducted by the International Federation of Obstetricians and Gynecologists (FIGO). She participated in projects conducted by UNFPA. She has been involved as an instructor, project coordinator, and principal investigator in national and international training and research projects conducted by WHO, Gynuity, and Engender Health in the fields of contraceptive implants, postpartum hemorrhage, medical abortion, and tubal ligation with minilaparotomy. She served as a coordinator in the Engender Health Jordan project. Within the scope of projects conducted by the Turkish Ministry of Health and TIKA (Turkish Cooperation and Coordination Agency), she participated in evaluation and surgical training studies in Uzbekistan and Kosovo. She served as a member of the Scientific Committee in the preparation and updating of the Ministry of Health's Emergency Obstetric Care Management Guide, Postpartum Care Management Guide, Miscarriage Management Guide for Healthcare Professionals, Prenatal Care Management Guide, Premarital Counseling Guide, and the Turkish National Cesarean Section Clinical Guide. She is one of the authors of "Sexual and Reproductive Health Services During Pandemics: A Guide for Community-Based Services," a project supported by the European Union. She is currently a member of the European Society for Contraception and Reproductive Health (ESCRH) Scientific and Educational Committee (ESC-SEC). She serves as an editor for the European Journal of Contraception and Reproductive Health and Frontiers in Women's Health. She has numerous studies in the fields of reproductive endocrinology, infertility, endoscopic surgery, contraception, and postpartum hemorrhage. As the President of the Contraception and Reproductive Health Association, Prof. Dilbaz has numerous international and national publications, book editorships, and book chapters.
